Chandigarh: The Punjab Government has highlighted measures being undertaken to improve road safety and irrigation infrastructure, describing the initiatives as part of efforts to strengthen public services and improve the quality of life for people across the state.

The government has pointed to the performance of the Sadak Suraksha Force (SSF) in responding to road accidents and to the increased use of canal water for agriculture as two key areas of focus.

Sadak Suraksha Force Aims to Reduce Road Accident Fatalities

According to government figures, the Sadak Suraksha Force has played an important role in improving emergency response on highway stretches covered by the force.

The government said fatalities on these stretches have fallen significantly since the SSF was introduced, with highway accident deaths declining from 1,955 in 2023 to 1,016 in 2024.

The SSF was established as a dedicated road safety unit with specially trained personnel and vehicles equipped to respond to road accidents. Its teams are deployed along major highway stretches and are trained to provide first aid, assist in rescue operations and facilitate the shifting of injured persons to hospitals when required.

Focus on Faster Emergency Response

The force is also involved in highway patrolling and traffic enforcement. A major focus of its operations is reducing the response time between the occurrence of an accident and the arrival of emergency assistance.

Quick medical and rescue intervention can be critical in serious road accidents, particularly during the initial period following a crash.

The government has attributed the reduction in fatalities on covered highway stretches to a combination of rapid response, emergency assistance, regular patrolling and increased road safety presence.

Canal Water Use for Agriculture Sees Major Increase

Alongside road safety, the Punjab Government has highlighted the expansion of canal irrigation as an important measure to address the state’s dependence on groundwater.

Punjab Water Resources Minister Barinder Kumar Goyal recently stated that canal-water utilisation had increased from around 26 per cent in 2022 to approximately 82 per cent in 2026.

The government has also said that around Rs 7,500 crore has been invested in expanding and strengthening the canal network, watercourses and related irrigation infrastructure.

Reducing Dependence on Groundwater

The objective of expanding canal irrigation is to take surface water closer to agricultural fields, particularly in areas that have traditionally relied heavily on tubewells.

Greater access to canal water can provide farmers with an alternative irrigation source and potentially reduce the extraction of groundwater. Lower dependence on tubewells can also reduce the electricity required for pumping water.

Groundwater depletion has remained a major environmental and agricultural challenge for Punjab, making the expansion of surface-water irrigation an important part of the state’s long-term water management efforts.

Government Links Canal Expansion With Groundwater Conservation

The government has linked increased canal-water availability with improvements reported in parts of Punjab’s groundwater situation.

According to the latest assessment cited by the Water Resources Department, several groundwater assessment blocks have shown improvement, with some moving into better assessment categories.

For farmers, reliable canal water at the field level can help reduce pressure on underground water reserves while providing a more diversified irrigation system.

Two Initiatives, Wider Development Goals

Road safety and canal irrigation address different challenges, but both initiatives form part of the government’s broader focus on improving essential public services and promoting sustainable development.

While the SSF is aimed at protecting lives through faster accident response, patrolling and enforcement, canal infrastructure is intended to improve irrigation access and reduce pressure on Punjab’s groundwater resources.

The government has emphasised that development efforts should benefit different sections of society, including commuters, rural communities and farmers.

Sustained Efforts Needed to Maintain Progress

Although the latest figures indicate progress, maintaining these improvements will require continued monitoring, investment and effective implementation.

For road safety, sustained patrolling, enforcement, emergency response and public awareness remain important. Similarly, the benefits of expanded canal irrigation will depend on the regular maintenance of canals and watercourses and ensuring that water reaches agricultural fields, including areas located at the tail end of the network.

Both sectors require long-term planning because the challenges they address have developed over several decades.

Focus on Safer Roads and Sustainable Water Management

The Punjab Government has said that strengthening the SSF and expanding canal irrigation are part of a wider effort to improve everyday life while addressing long-term challenges.

Faster emergency assistance can help reduce the impact of road accidents, while greater access to canal water can support farmers and contribute to groundwater conservation.

With road safety measures being strengthened and canal infrastructure expanded across the state, the government says the initiatives are aimed at creating safer roads, more reliable irrigation and a more sustainable future for Punjab.
