Punjab: Punjab Chief Minister Bhagwant Mann has criticised the arrest of senior Aam Aadmi Party leader and Punjab co-in-charge Satyendar Jain, alleging that the action is politically motivated and linked to the upcoming Punjab Assembly elections.
Jain was arrested by the Delhi Government’s Anti-Corruption Branch (ACB) on August 18, 2026, along with five other accused in a case concerning alleged irregularities in the tendering process for sewage treatment plant projects of the Delhi Jal Board (DJB). The case was registered in May 2024 following a complaint by the Delhi Government’s Directorate of Vigilance.
The ACB has alleged irregularities and manipulation of tender conditions in the STP projects and is investigating allegations of criminal conspiracy and financial transactions connected with the contracts. These allegations are part of an ongoing investigation and have not been finally established by a court.
Reacting to the arrest, Mann and other AAP leaders have questioned the timing of the action. Jain himself linked his arrest to the upcoming Punjab Assembly elections, saying the action was being taken because the Punjab polls were approaching.
The political controversy has intensified because Jain holds an organisational role in Punjab and has been involved with the party’s preparations for the upcoming election. AAP leaders have alleged that the arrest is intended to put pressure on the party ahead of the polls.
Mann has argued that political parties should compete on the basis of their policies, development work, governance record, and public support, rather than through actions that opposition parties view as politically motivated.
The Chief Minister also criticised what he described as the use of investigative agencies against political opponents. His remarks form part of the broader political debate between the AAP and BJP over the functioning of investigative agencies and allegations of political targeting.
The BJP and investigating authorities have rejected allegations that the case is politically motivated, maintaining that the ACB action relates to alleged irregularities in the Delhi Jal Board tender process. The ACB has said its investigation concerns alleged manipulation of tender conditions and suspected financial transactions linked to the projects.
The matter has also moved forward legally. On August 19, 2026, a Delhi court refused to declare Jain’s arrest illegal and sent him and several other accused to judicial custody. The court listed the bail applications for hearing on August 25.
The development has therefore created a political as well as legal controversy, with AAP leaders questioning the motive and timing of the arrest while the investigating agency maintains that the action is part of a corruption investigation.
For Punjab politics, the issue carries additional significance because preparations for the 2027 Punjab Assembly elections are already becoming an important part of political activity. Jain’s organisational role in the state has made his arrest a major point of discussion within the AAP-BJP political confrontation.
Speaking on the issue, the AAP leadership has maintained that the arrest should be viewed in the wider political context and has questioned whether investigative agencies are being used to put pressure on opposition leaders. At the same time, the allegations against Jain remain subject to the judicial process, and no final finding of guilt has been made by a court.
The controversy is expected to remain part of the political discourse in Punjab as the legal proceedings continue. The case now involves both an ongoing investigation into the alleged Delhi Jal Board tender irregularities and a wider political dispute over the timing and circumstances of Jain’s arrest.
